ZACC, Min of Local Gvt form Special Taskforce to Investigate Victoria Falls Council amid residents outcry

THE Zimbabwe Anti-Corruption Commission (ZACC) and the Ministry of Local Government and Public Works have established a joint Special Taskforce to investigate suspected corruption at the Victoria Falls City Council and other local authorities across the country.

This was revealed by ZACC Chairperson Mr Michael Reza during the African Anti-Corruption Day commemorations held in Victoria Falls on Saturday.

The decision comes after a torrent of complaints from residents regarding alleged mismanagement and graft in the resort city.

“We are aware of the issues that have been raised by the residents of this beautiful city of Victoria Falls, and I would like to advise that, as ZACC, working together with the Ministry of Local Government and Public Works, we have set up a joint Special Taskforce to investigate cases of suspected corruption in local authorities,” said Mr. Reza.

The formation of the taskforce follows an outcry from citizens over questionable land deals, procurement irregularities, and the abuse of office by council officials.

Mr Reza said areas rich in strategic natural resources, like Matabeleland North, are particularly vulnerable to corrupt activities.

“Matabeleland North is important to Zimbabwe’s economic growth and realisation of Vision 2030. The presence of wildlife, forests, and mineral resources exposes the region to corruption vulnerabilities like criminal abuse of duty, fraud, and bribery,” he said.

While assuring the public that ZACC remains impartial, the Chairperson acknowledged that thorough investigations can be time-consuming.

“Some investigations might take long to conclude. We understand that this can be frustrating to the residents, but it remains important for us to be thorough and purposeful,” he said.

Mr Reza praised residents for their vigilance and willingness to act as whistleblowers against corrupt elements.

“Whistleblowers and witnesses are the backbone of our anti-corruption efforts. ZACC continues to advocate for a robust law to protect these brave individuals,” he said.

He expressed confidence that legislation would soon be enacted to safeguard them.

Since 2022, ZACC has overseen the signing of over 30 000 individual integrity pledges and established more than 320 integrity committees.

“Integrity pledges have been signed by senior government officials, including Ministers and the Chief Secretary. This indicates a strong will by the Government to inculcate integrity in the public sector,” Mr Reza said.

Furthermore, ZACC is working towards establishing a provincial office in Matabeleland North to enhance accessibility and allow citizens to report corruption directly.

“This is our way of ensuring that every Zimbabwean has a voice in the fight against corruption,” he said.

Vic Falls Mayor, Deputy face the axe

THE Mayor of Victoria Falls, Councillor Prince Thuso Moyo, and his Deputy, Lungile Nyoni, are facing the axe, with councillors set to motion for a vote no confidence on the duo at the 64th ordinary Council Meeting on Thursday, Zimpapers can reveal.

The meeting was originally scheduled for Tuesday 2 June at 4:30pm in the Victoria Falls City Council Boardroom but was rescheduled by the Mayor for Thursday for reasons not known to Zimpapers.

12 councillors have signed a petition setting out a raft of allegations against the two officials, with the motion demanding their immediate removal from office.
“He acted together with His Worship Prince Thuso Moyo to suspend the Town Clerk in December 2024, which led council to a financial loss through paying the town clerk his salary for the period he was on suspension,” reads the petition against Deputy Mayor Lungile Nyoni by the councillors.

The document further alleges that the city also suffered in service delivery as a result of the suspension and that the same act caused further financial losses to the local authority by paying the investigating committee a US$2 000 to do the investigations on the alleged misconduct.

Councillors said up to this day the case has not been prosecuted.
The petition against Nyoni also accuses him of collecting money from residents under the pretence of allocating land.

“One resident, Faith Mbuso, who is contactable on (number withheld), had running battles with the Deputy Mayor in order to get her refund,” the petition reads.
Councillors warned that this conduct is putting the office of the councillor into disrepute and exposing the Victoria Falls City Council to potential lawsuits.
In the motion against Mayor Moyo, the allegations are equally serious.

“The Mayor also was not attending official Government duties after withdrawing Travel and Subsistence from council coffers, a matter which was reported at Victoria Falls Police Station under case number RRB 6668771 and CR17/04/26,” the petition reads.

Councillors further accuse him of substantial failure to fulfill the core duties outlined in the Urban Councils Act of attending council committee meetings as an ex officio.

“He is as good as not there,” reads the petition.

The petition states that there has been a loss of trust and support from the fellow councillors as he acts solo on issues that require team work.

According to the document, “He has never given any feedback to council and we are always in the dark on all trips the Mayor did.”

“Overall, the Mayor’s conduct has led to loss of confidence in council as an institution and Government in general because he claims to have protection from higher offices,” the councillors allege.

Both motions demand immediate removal from office and the election of replacements.

Furore over Victoria Falls housing stands recall

 The Victoria Falls City Council has come under fire from residents after indicating that it will repossess housing stands from beneficiaries in the BE100 area who fail to pay for them in full by month end amid allegations of corruption.

The Victoria Falls Consortium, a residents association, alleged that the council has already identified new potential beneficiaries and is compelling them to pay a “facilitation fee” to increase their chances of acquiring the stands.

These claims were made in a recent communication sent by the Victoria Falls Consortium to residents in the resort city.

“The Victoria Falls Consortium is reliably informed that the mayor of Victoria Falls, Prince Thuso Moyo, and other senior council officers have embarked on an unprocedural repossession of stands from the BE100 beneficiaries,” the consortium alleged.

“Effectively, they are allegedly taking bribes from individuals who have never been on the waiting list or have been vetted by the vetting committee.

“The information on our desk indicates that the mayor and senior council officers have already engaged new potential beneficiaries, causing them to pay a facilitation fee to increase their chances of benefiting after the October 31, 2025 deadline.”

The consortium noted that while repossession of stands was a standard council procedure for those who fail to pay, it was inappropriate and unprocedural to execute this process ahead of the deadline.

“We strongly believe that the council cannot proceed with repossessions without the following: a publicised council resolution on how the process is to be applied; a process that meets all legal frameworks; and unbiased allocations to new beneficiaries,” the consortium said.

“There should be proof of waiting lists for all new beneficiaries to curb corrupt tendencies where individuals qualify because of bribes.

“The new beneficiaries should be vetted by the same vetting committee before they qualify.

“Thus far, we gather that none of the above tenets have been considered, which is a serious cause for concern.

“Residents should take note of the betrayal by their elected leaders and council management.”

The consortium added: “Furthermore, we advise all BE100 beneficiaries to go to the council immediately and inquire about the status of their stands to ascertain what records are in their files.

“This will avoid last-minute surprises regarding this potential corruption underway,” the communication advised.”

Victoria Falls mayor Moyo dismissed the claims as “mere bar talk”  when contacted for comment.

He said, at a policy level, the council passed a resolution that stands of those who have not paid will be repossessed after October 31.

“What I know is that council passed a resolution to repossess the stands of those who would not have paid by October 31,” Moyo said.

“I also know that in the consortium, two of the leaders have stands and they have not paid in full, so this is an individual person’s issue, and residents must ignore them.”

Moyo said he was being name-dropped to soil his image.

“This is not a mayor’s thing, but a decision made by the council; the mayor does not take people’s stands,” he said.

“At a policy level, I can say stands will be taken after October 31, and I urge those who have not paid to pay so that they do not lose them.

“I also encourage the consortium leaders to lead by example by paying before the stands are taken from them.”

Vic Falls residents push for clarity in Town Clerk corruption probe

 The Victoria Falls Residents Consortium has petitioned police to speed up a corruption probe into Town Clerk Ronnie Dube, who has been at the centre of controversy over the allocation of stands and other alleged irregularities at the city council.


The renewed push comes after Dube was reinstated earlier this year by Local Government and Public Works minister Daniel Garwe, a move that divided opinion in the resort city.

Allegations against Dube date back to 2024, when a board of inquiry ruled that he had a case to answer over the disposal of council property. Issues flagged included the allocation of residential stands under the BE100 scheme, the hiring of a consultancy said to have prejudiced council of over US$157 000, and the sale of Stand Number 1829.

Based on those findings, the local authority suspended Dube, but Garwe later overturned the decision, citing provisions of the Urban Councils Act.

In its latest correspondence to national police spokesperson Assistant Commissioner Paul Nyathi, the residents' consortium demanded updates on case number 6219269, filed against Dube.

"On behalf of Victoria Falls community, Herbert Ncube and Trymore Ndolo, under the Victoria Falls Residents Consortium banner, filed a case against Ronnie Dube, the Town Clerk of Victoria Falls City Council. We made numerous follow ups per attached correspondence, and the residents feel the responses from the authorities do not satisfy their expectations in line with the evidence at hand," reads part of the letter.
Earlier, residents had approached police in Victoria Falls and Hwange, but in June they were told the case had been referred to the Zimbabwe Anti-Corruption Commission (Zacc).

"Kindly be advised that the case was initially reported to and investigated by the Zimbabwe Anti-Corruption Commission. The outcome was not shared with the police. In light of this, we recognise that the police cannot conduct parallel investigations with Zacc," local police said in their June 20 correspondence.

The consortium, however, insists the delays have worsened public concerns, citing what they describe as "fresh allegations of abuse of land allocation procedures at the VFCC (Victoria Falls City Council) and harassment of employees for cooperating with Zacc and the board of inquiry."

Dube's legal team maintains that due process was not followed during the inquiry. In correspondence seen by the Zimbabwe Independent, Ncube Attorneys argued that no substantive charges were put to their client and that the board lacked the authority to proceed without ministerial approval.

Minutes of a December 10, 2024 meeting show that Advocate Ndlovu, representing Dube, challenged the board's jurisdiction, pointing to Garwe's December 6 letter rescinding the suspension and declaring it inconsistent with Section 139(4) of the Urban Councils Act.

The composition of the three-member board was also challenged in the High Court.

For now, residents remain adamant that authorities must move decisively. "Despite all attempts to arrest corruption at VFCC, the cancer seems to be gathering momentum," the consortium warned.

Zimbabwe's ex-foreign minister Walter Mzembi jailed after spending years in South Africa

 A court in Zimbabwe has dismissed Zimbabwe’s former foreign affairs minister Walter Mzembi’s application challenging his placement on remand, extending his detention.

State-owned The Herald newspaper reported that Harare regional magistrate Donald Ndirowei has dismissed Mzembi’s application challenging his placement on remand.

The matter was postponed to Friday where a date of trial is expected to be allocated.

Authorities in the post-Robert Mugabe-era have issued warrants of arrest against Mzembi since 2008, after the long-time ruler, Mugabe, was unceremoniously removed from power.

The Herald reported that the court has recently confirmation of three outstanding warrants of arrest against Mzembi, who has previously held different cabinet posts in Mugabe’s regime. 

Mzembi, the 61-year-old former Masvingo South Member of Parliament, was arrested on June 14 when he, in a surprise move, returned to Zimbabwe from his base in South Africa, where he had stayed for around seven years.

When he left Zimbabwe in 2018, Mzembi was on bail, and he had convinced the Harare authorities that he needed urgent cancer treatment from experts in South Africa. He never returned home to face trial on serious charges of corruption and criminal abuse of office.

In 2021, State media in Zimbabwe reported that the government of Zimbabwe was awaiting a response from their South African counterparts following a request to have Mzembi to Harare for trial on theft and fraud charges.

At the time, Mzembi was accused of criminal abuse of duty, and theft of trust funds involving US$847 000 (more than R15 million). The crimes were allegedly committed while Mzembi was minister of tourism and hospitality, and was spearheading Zimbabwe’s co-hosting of the United Nations World Tourism Organisation Conference in August 2013.

Minister defends Vic Falls Town Clerk, accuses residents’ groups of politics

Minister of Local Government and Public Works, Daniel Garwe has vehemently denied any wrongdoing in the reinstatement of Victoria Falls Town Clerk Ronnie Dube, a decision which sparked widespread controversy, with residents accusing the government of protecting an official accused of corruption and misconduct.

The town clerk’s suspension and subsequent reinstatement last year sparked outrage among residents while raising questions about transparency and accountability in local governance.

Residents accused the minister of protecting Dube and undermining efforts to root out corruption.

However Garwe, vehemently denies any wrongdoing, insisting the decision to reinstate the town clerk was based on procedural concerns and a desire to avoid costly legal battles.

In an interview with CITE, Garwe addressed the growing public outcry, stating his interference was to save the credibility of the local authority.

“Who are these residents? Firstly, the residents’ associations are a grouping of people of like minds. It’s not an organisation informed by the Constitution. There is no constitutional provision for those. For lack of a better example, they are just like a burial society. But be that as it may, the citizens, the residents, they have the right to air their complaints,” he said.

The controversy surrounding the town clerk began on December 2, 2024, when Victoria Falls Mayor Prince Thuso Moyo, acting on a resolution from a full council meeting, suspended Dube over allegations of misconduct. 

The allegations included the unprocedural allocation of residential stands, irregularities in awarding contracts, and the fraudulent sale of land. 

A Board of Inquiry was established on December 4, 2024 by the Mayo to investigate the claims, which found “criminal acts were committed” by the town clerk.

Among other irregularities, the board found 12 stands were set aside under instructions by the town clerk. 

“The Vetting Committee was later given names to allocate the same stands to. They did say that two of the stands were then allocated to Portia Sarutsozo, an alleged girlfriend of Ronnie Dube and Priscilla Thabolo, Ronnie Dube’s former wife. The applicants who had indicated interest but did not qualify but were still allocated stands included Moreblessing Tomu ( Dube’s wife),” read part of the inquiry report.

Other beneficiaries allegedly included Dr Fulton Upenyu Mangwanya, who became Director General of the Central Intelligence Organisation (CIO) this year, Jenfan Muswere – the Information Minister and former MP, Temba Mliswa.

After the town clerk was suspended, the minister intervened, instructing the council to reinstate Dube.

Garwe defended his decision, arguing the mayor and councillors had failed to follow due process in suspending Dube.

“We never said, ‘don’t remove or don’t investigate.’ We simply said, based on history, the government is losing a lot of money in paying for lawsuits. When we go to court, we lose, because we lose on a technicality. So we said, ‘reinstate the Town Clerk and then start the process accordingly,’” he said.

The minister revealed the Zimbabwe Anti-Corruption Commission (ZACC) had been invited to investigate the Victoria Falls council as a whole, rather than focusing solely on Dube.

“After the town clerk was reinstated, we invited ZACC to come to Victoria Falls and investigate Victoria Falls as a council, not only an individual. It’s now a work in progress. Once that is done, decisions to be made thereafter will be informed by the legitimate report from ZACC, not the report that was being floated on social media,” Garwe said.

Garwe also criticised the mayor for succumbing to pressure from residents’ associations, which he accused of pursuing political agendas.

“If we had gone to court, we would have lost because the mayor met with a group of members of the so-called residents’ association in the morning. At lunchtime, he called the town clerk and gave him a suspension letter. Then in the evening, the council called for a full council meeting to pass a resolution. Already, there is a problem there,” he said.

Garwe noted the importance of following due process, noting the mayor should have first raised his concerns with Dube then issued a written warning before moving to suspend him.

“That’s why I was saying, why don’t you follow due process, do things properly? The mayor should have called the Town Clerk and raised issues that he was not happy about. ‘We have one, two, three, four issues that we’re not happy about, Mr Town Clerk.’ That is then followed by a written warning then other processes.”

He also dismissed the residents’ associations as unrepresentative and driven by political motives. 

“In any event, the town clerk is not the only person guilty of some misconduct. It’s the whole system. So we said, instead of focusing on one person, because you have personal differences, why don’t we formally invite ZACC to come and carry out an investigative audit of the areas of concern, particularly on the issue of allocation of state land,” Garwe said.

“That’s where the problem is with all these local authorities, land. That’s what is happening now. But those residents associations were pursuing political agendas. They wanted to further political agendas. We are above some of these political agendas. We are professionals. We want to do things properly and then move forward.”

Despite Garwe’s assurances, the residents of Victoria Falls remain unconvinced. 

Last year, in an open letter to the Minister of State for Provincial Affairs and Devolution for Matabeleland North, Richard Moyo, the residents expressed their dismay.

“We, however, as the inhabitants of the area and ratepayers whose assets (land, finances, services, and rights) were allegedly usurped by Mr. Ronnie Dube, were dismayed by the Hon Minister’s instruction. We still do not understand why the Hon Minister would stop an investigation into corruption,” read the letter.

The residents argued no expense should be spared in the fight against corruption, pointing out that the Board of Inquiry’s findings aligned with an earlier ZACC report that went viral on social media.

“The minister’s explanation that the investigation would be too costly for the inhabitants of the town since the VFCC had constituted ‘two bodies of inquiries’ was simply misinformed and thereby factually defective. We still do not understand which second body of inquiry the minister was referring to because the council appointed only one Board of Inquiry as mentioned above. We also believe that no expense must be spared to rid the VFCC of the corrosive cancer of corruption.”

The residents also criticised Garwe for meeting with the Zanu PF District Coordinating Committee (DCC) while refusing to engage with other stakeholders. 

They accused him of politicising the issue and undermining the independence of ZACC. 

“The minister did not come all the way from the capital Harare to announce that the ZACC report is a fraud. He came to Victoria Falls town to, albeit too late, investigate the circumstances and the merits surrounding the suspension of the town clerk by the mayor. After refusing to address the stakeholders who were waiting outside the venue, the wise move was to tackle the real issues with the Zanu PF DCC. He did not.”

The residents of Victoria Falls have vowed to keep fighting for accountability. 

“We, the people of Victoria Falls, pledge that we will not rest until justice is served. We want the stands Ronnie Dube allegedly allocated to his wife, former wife, girlfriends, cronies, bribe-payers, to be repossessed by council and allocated to deserving people on the waiting list. “We call upon the office of the Hon Minister of State for Matabeleland North to ensure that the suspended Town Clerk stays suspended until he sees his day in court or before a labour/disciplinary tribunal or both,” read the letter.

ZACC spokesperson Simiso Mlevu confirmed they were “investigating the corruption allegations at the Victoria Falls council.”

“And these are still ongoing. Our investigations started in November last year. Once investigations are complete, the public will be updated,” Mlevu said.

Government reverses 'unprocedural suspension' of Victoria Falls Town Clerk Ronnie Dube

THE Minister of Local Government and Public Works Daniel Garwe has ordered Victoria Falls City Council Mayor Councillor Prince Thuso Moyo to reverse the suspension of Town Clerk Mr Ronnie Dube with immediate effect.

The minister said the suspension was unprocedural.

Mr Dube was suspended on Monday last week on allegations of corruption and abuse of office, and councillors endorsed the suspension in a full council meeting the following day.

The City’s Mayor Cllr Thuso Moyo suspended Mr Dube through a letter dated December 2, 2024 and said he suspension was in terms of Section 29: (3) of the Urban Councils Act.

The letter was addressed to other councillors, District Development Coordinator’s office and the Ministry of Local Government and Public Works.

It was meant to be for 14 days after which a decision was to be made based on findings of investigations into the allegations, Cllr Moyo had said.

The Mayor said he had received several complaints and allegations of abuse of office and corruption against Mr Dube about illegal allocation of land.

In a letter dated December 6, 2024 and addressed to the Mayor, Local Government and Public Works Minister Garwe said the suspension was not supported by any council policy and resolution in the interest of ratepayers.

The Minister ordered that the suspension be rescinded immediately.

“It has come to my attention that you suspended the Town Clerk Mr Ronnie Dube on 2 December 2024. On 3 December 2024 council convened a special full council meeting for ratification of the Town Clerk’s suspension.

“I have noted that the resolution which council made is not in line with Section 139 (4) of the Urban Councils Act by constituting two bodies of inquirywhich will financially prejudice council. The decision to pay the suspended Town Clerk allowances is also not supported by any council policy. I am therefore of the view that the resolution of Council is not in the interest of the inhabitants of the council area considered and or public interest who are the taxpayers of council,” said Minister Garwe.

He ordered a reversal of the suspension.

“With immediate effect i hereby in terms of Section 314 of the Urban Councils Act direct council to rescind the resolution made on 3 December regarding suspension of the Town Clerk,” said the Minister.

The issue has literally divided the local authority with a section of residents calling for action while others are concerned about interference into council operations by some residents.

Public funds being wasted investigating lies, says suspended Vic Falls Town Clerk

 Victoria Falls City Council Town Clerk Ronnie Dube says his suspension on allegations of corruption and abuse of office is purely based on “appalling fabrications” by internal municipality rivals who have been fighting him for a long time.

Dube has been previously subjected to investigations by former mayor Somveli Dlamini and his council on different corruption allegations, but survived.

Now, Dlamini’s successor Prince Thuso Moyo has also launched his own probe and suspended Dube again.

Commenting on his latest suspension, Dube said: “All I can say for now is the report used to suspend me is not based on facts, it is appallingly fabricated.

“It is sad that public funds are being wasted on investigating appalling fabrications.”

Dube says similar methods were used to suspend and remove him now as in the past, including hiring thugs to physically hound him out of office.

The city’s councillors endorsed the suspension in a full council meeting on 2 December in terms of Section 29: (3) of the Urban Councils Act.

Dube will be on suspension and barred from accessing his office or visiting the council offices for 14 days during investigations, after which a decision will be made on the way forward.

Moyo suspended Dube after a full council meeting, saying he had been bombarded with several allegations of abuse of office and corruption by the town clerk.

“In my capacity as the mayor, I have received several complaints and allegations of abuse of office and corruption against yourself, particular one; It is alleged that you allocated or caused to be allocated stand 9615 to Priscila Thabolo and stand 9945 to Portia Salitsozo without following council procedure.

“It is alleged that you awarded a contract to Cascade Engineering Consultants for overseeing contract management without following the tender procedure, and it is alleged that you sold and transferred stand 1629 Chinotimba and council did not receive payment for the same, and the sale was not procedurally done.

“As a result of the above allegations among others, I hereby suspend you with immediate effect. You are required to leave council offices forthwith. Council will notify you of the way forward,” Moyo said.

Thabolo and Salitsozo are allegedly related to Dube.

The full allegations against Dube are contained in a report and council minutes, which The NewsHawks have obtained.

A council report on Dube’s suspension says:
“His Worship the Mayor informed the meeting that on the 2nd of December 2024, he suspended the Town Clerk, Mr R. Dube after receiving complaints and allegations of abuse of office and corruption against the Town Clerk.

“The suspension was in terms of the Urban Councils Act, Chapter 29:15. There were three allegations levelled against him namely that;
1. He had allocated or caused the allocation of stand 9816 to Priscilla Thabolo and stand 9945 to Portia Saritsozo without following Council procedures. There are allegations that the above two are related to him.
2. He awarded a contract to Cascade Engineering Consultants for overseeing a contract management without following the tender processes
3. He sold and transferred stand 1929 Chinotimba Township and Council did not receive payment for the same and the sale was not procedurally done.
In line with the section 139(3)(b) of the Urban Council’s Act Chapter 29:15, the Mayor was notifying Council of the action he had taken. Council should therefore consider the matter and map the way forward.”
The suspension letter was also copied to other councillors, the district Development Coordinator’s office and the Ministry of Local Government and Public Works.

Speaking after the full council meeting, Moyo explained:

“The investigations are going on, and the council accepted the suspension, but for now, we stick to that. We have communicated to the Ministry and we will communicate on the resolutions that we made today.”

Dube says he will prove that the allegations are fabricated and false.

Corruption and abuse of office: Victoria Falls Town Clerk and 2024 CEO of the year suspended

(Zimbabwe, December 2024) VICTORIA Falls City Council Town Clerk Mr Ronnie Dube has been suspended on allegations of corruption and abuse of office.

The city’s councillors have endorsed the suspension in a full council meeting.

Victoria Falls mayor Cllr Prince Thuso Moyo suspended Mr Dube through a letter dated December 2, 2024.

He said the suspension was in terms of Section 29: (3) of the Urban Councils Act.

Mr Dube will be on suspension and barred from accessing his office or visiting the council offices for 14 days pending investigations, after which a decision will be made.

“In my capacity as the Mayor, I have received several complaints and allegations of abuse of office and corruption against yourself, particular I; It is alleged that you allocated or caused to be allocated stand 9615 to Priscila Thabolo and stand 9945 to Portia Salitsozo without following council procedure.

Speaking after the full council meeting, Cllr Moyo said the suspension was for two weeks and had been communicated to the Gothe government.

He said the council adopted the suspension.

“The investigations are going on, and the council accepted the suspension, but for now, we stick to that. We have communicated to the Ministry and we will communicate on the resolutions that we made today,” said the mayor.

He could not shed more light on the specific charges.

The allegations border around the unprocedural allocation of some stands as the council rolled out a housing scheme recently.
